Debate on experiences from measuring or assessing democracy in individual countries and comparing democracy in different countries. What is the purpose of it. Is it at all possible to measure and compare democracies. What can we learn from it. Can democracy assessments inspire civic education and empowerment programmes to promote popular participation in and control over decision makers and decision making processes. Can they help promote action that secures equal opportunities for all and make policy decisions more focused on poverty eradication than on short term growth.
