Social Protection schemes differ in scope and coverage if provided by Trade Unions through collective bargaining or by state through taxes. What role do Trade Unions have in the new campaign Universal Social Protection (USP)? How does USP fit into the Decent Work Campaign? Is USP affordable for all countries? Or do we need a hierarchy of social risks? What comes first? What later?
